In many cases ike high grid voltage of earhting issues, the sytem does not allow the solar generation unless the problems like safety issues are taken care of.

They also are involved in installation of net-meters. However they mainly act as quality control mechanism. Post installation, discoms check the system for safety like wiring, earthing and others which can ensure that the consumer and grid are safe with the new connection and there is no defiance in the new connections against the prescribed norms.
